The North Korean government claims it has staged a "successful" underground nuclear test. How should the world respond?

The test was more powerful than an earlier one in October 2006, according to the state-run KCNA agency

The US President has described the North Korean action as a threat to international peace and crisis talks were being held in South Korea.

The European Union has said that the development is "very worrying".

How should the international community react?
Is North Korea right to go ahead with nuclear testing?
What does this test mean for the region?

I doubt very little the United States cared what people thought when our tests were run out in the deserts.

Yeah....but we're the good guys.

Never you mind about the fact that we're the only nation to actually nuke another one.

I think we should set back and do nothing and let the rest of the world sweat it out. Wait until the rest of the world get on their ungrateful knees and beg us for help. Fuck'em all to hell. I am highly pissed the way them fuckers hate us after trying to fix their fucking problems. We have ways to stop them missiles anyways. They are no sweat to us. Just lay back and keep our mouths shut about the whole thing. FUCK ALL THEM PUSSIES IN EUROPE! THEY DON'T DESERVE OUR HELP!
So long you helpless bastards.

How should the world respond?

Make a statement condemning the acts if it seems that they'll use them in a hostile manner. Better yet, shut up about what another country is doing if it doesn't direcly effect us.

How should the international community react?
State concern over what may happen with the technology and say that attention will be paid to what happens to/with the technology.

Is North Korea right to go ahead with nuclear testing?
Absolutely. They are a soveriegn country and as such have the right to persue what they think they need to do in order to guard there own borders

What does this test mean for the region?
Nothing. North Korea already has weapons to fight a war if they want to. The fact that South Korea already has the means to CRUSH them (a point you will NEVER hear said because that would undermine the US'S position in that country as peace keeper) and has access to al these weapons already.
